Responsibilities of the Coastal Community Management Committee

Ko e Komiti Pule ki he Kolo Matatahi 'e fiema'u ke nau teuteu'i 'a e ngaahi

me'a ko 'eni:

The Coastal Community Management Committee shall be required to inter

alia –

1.2.1Teuteu'i 'a e Palani ki hono pule'i, malu'i, faka’aonga’i mo fakalakalaka

tolonga ‘o e ngaahi me'a mo'ui 'i he ngaahi Feitu'u Pule'i Makehe ke

fakahu ki he Minisita ke fakahoko ha'ane tu'utu'uni.

(Prepare a coastal community management plan for the conservation,

management, sustainable utilisation and development of fisheries

resources for its special management area to be submitted to the Minister

of Fisheries for a decision.)

1.2.2Fakapapau'i 'oku 'i ai e faingamalie 'o e tokotaha kotoa 'i he kolo ke kau

ki hono teuteu'i 'o e Palani ki hono pule'i 'o e Feitu’u Pule’i Makehe.

(Ensure all community members are provided an opportunity to be

involved in the preparation of the coastal community management plan.)

ngaahi faingamalie kehe hange ko e failautohi, ngaue ki he pule'anga mo e siasi.

I hono vakai'i 'o e tu'unga 'oku 'i ai 'a e ngaahi me'a mo'ui he matafanga mo e

hakau, na’e mahino kuo holo ia ki he peseti pe 'e 45 mei he tu'unga na'e totonu

fakautuutu 'enau ngaue'aki 'a e ngaahi founga toutai fakavalevale hange ko e sina

ke toutai'i'aki 'a e feke.

(It was clear from the Trend Analysis that the population of 'O'ua has been

relatively stable over the past 60 years. Fishing has been the primary income

generating activity, although now there are other opportunities including

teaching, government, and church. The assessment of the status of the inshore

resources/ reef area revealed that they have degraded from its previous status to

45%, and this decline has increased steadily since the 1980’s. Inshore and

offshore fish catches have also declined, with inshore fish catches being

estimated at only 30% of what they used to be in the 1960’s. The size of octopus,

lobsters, and clams is also estimated at only 50% of what they used to be in the

1970’s. The trend analysis was conducted with separate men and women’s

groups and then the groups presented their results and discussed the differences,

and came up with a consensus of their community situation. The general feeling

is that the resources have degraded considerably and this is mostly due to an

increasing number of people, from various locations, fishing in 'O'ua. These

‘outsiders’ have also been observed to increasingly use destructive techniques

such as metal bars for finding octopus.)

(To stop the decline of marine organisms in the ‘O’ua waters and to improve the

fish catch through sustainable fishing practices and reducing effort on the

inshore area. Refer to Table 1 'O'ua Community Trend Analysis– Vision 2025).

Habitat Reserve boundaries)

Feitu’u Pule’i Makehe ma'ae kolo matatahi 'o 'O'ua 'a ia 'oku ha he Palani 'oku

(The Special Management Area boundary for the 'O'ua Coastal Community

Management Plan includes only the area directly adjoining the town/ village

boundary. The boundary between 'O'ua and the neighbouring Lekeleka Island, is

across the Eastern shallow reef edge on the 'O'ua side of the small channel

separating the two islands (please refer to Map 2 and 3). The boundary is

broadly based on the 20 fathom (50 metre) depth contour and is delimited by

markers shown in Map 2 and Map 3, the latitude and longitudes coordinates of

these are provided in tables 2, 3, 4 &5. Due to the reef structure surrounding

'O'ua the boundary is further than 2500 metres from the high tide mark in

several places; however in some places the boundary is less than 2500 metres

from high tide mark.)

(The community has delineated the boundary by using the 20 fathom contour

around the island, and cuts across the reef flat adjoining nearby Lekeleka

Island. The 20 fathom contour was considered more practical to define and

enforce for the majority of fishers in the area who do not use any navigation

equipment, as they can easily see where the drop off occurs. The legal

boundary is broadly based on the 20 fathom contour but is formed by straight

lines connecting the points of which the latitude and longitude are shown in

Tables 2 and 3. Lekeleka Island was not included as nearby communities in

the Lulunga District want to continue to fish there as they have done in the

past, this will mean that the area around Lekeleka Island will continue to be

open access to anyone, the 'O'ua community wish for this to be reconsidered in

the future.)

(The Fish Habitat Reserve (no fishing or collecting for anyone) within the

Special Management Area covers approximately 10% of the total area. This was

considered important by the community to allow the habitat to be undisturbed

and allow for the replenishment of marine organisms in the area. The Fish

Habitat Reserve was selected to include a cross section of habitats and depth

ranges (seagrass, inshore reef, and reef drop-off), the area was considered

damaged and in need of rehabilitation, the area was also considered suitable for

restocking and protection of giant clams. Such an area where no fishing and

collecting occurs will provide the Ministry with a useful monitoring site for the

impact of Fish Habitat Reserves on community fish catch, the community is

willing to participate and assist in the monitoring. No community-managed Fish

Habitat Reserves currently exist in Tonga, however Fish Habitat Reserves (no

fishing areas) have proved to be an effective management tool in many countries

in the Asia-Pacific region.)

placed and maintained where possible at strategic locations around the

boundary (Please refer to Map 3 with coordinates provided in Tables 4 &

5). The natural reef dropoff will provide a visible reference point.

(Any other person not listed on the ‘O’ua Register of Fishers can apply for

a ‘subsistence fishing permit’ from the CCMC for subsistence fishing

purposes only within the Special Management Area but not within the Fish

Habitat Reserve. For ‘O’ua,’ subsistence fishing’ is defined as ‘fishing for

the purposes of household consumption, not for commercial sale or barter

and is limited to a maximum of 5 kilograms of each of the organisms

specified on the permit, (organisms permitted for harvesting, will be

determined by the CCMC on each permit application), per fishing trip, on

the date specified, only for the person named on the permit. Any person or

vessel found exceeding the maximum catch limit listed in their permit or

breaching any other condition of the subsistence fishing permit will have

their permit cancelled or be liable for a penalty. A maximum number of

30 permits will be issued by the CCMC per year. The Permit may be

issued by the CCMC, only after a minimum of 5 members of the CCMC

have endorsed the request.)

T$25. Anchoring sites will be recommended to reduce anchoring damage,

mooring buoys may also be installed. If the yacht wishes to fish in the

Special Management Area, it may apply to the CCMC for a subsistence

fishing permit.)

7.2.3 Lesisita 'o e Ngaahi Vaka Toutai Mo e Kau Toutai ‘a ‘O’ua

(‘O’ua Register of Fishing Vessels and Register of Fishers)

fakamahino'aki 'a e ngaahi poini 'oku ha 'i he Tepile 3 pea kuopau ke

faka'ilonga'i'aki ka faingamalie ha poe mo ha 'akau 'oku 'i ai hono fuka ‘a ia

‘oku ha ‘i he Tepile 5. Ko e feitu'u 'oku tu'u ia he fakatonga hahake 'o e motu

(vakai ki he Mape 2 & 3)

(The boundary of the Fish Habitat Reserve will be defined by the points

provided in Table 3 and will be demarcated where possible with buoys and

flagged posts provided in Table 5. The area is located to the south-east of

the island; please refer to the attached Maps 2 & 3.)

(ii) 'E 'ikai 'ataa, (ke 'alu'i pe heka vaka) pe toutai 'i he feitu'u 'oku malu'i ki he

FAD deployment).

assistance or raising the funds from the Community.)
