Human exploitation was thought to be the main cause of the extinction of this species, however, radiocarbon measurement analysis shows otherwise. One of the washed-up shells of H. hippopus scattered on Manukau sandflats in North Eastern Tongatapu Island was found to have lived in 3920 BC. As the date was before the first people arrived in Tonga, mass mortalities of H. hippopus may have occurred for other reasons. A rapid environmental change was probably one of the reasons why H. hippopus became extinct in Tongan waters.

The price of an alia fishing boat was $13,700 in 1989 when the assistance was requested. When the project started the price of each fishing boat increased from $13,700 to $22,000. Government had to meet the substantial cost increase.
