Abstract: This report summarises the activities carried out under component 2 of the AusAID Samoa Fisheries Project, i.e, Fisheries Management. These activities were supervised by the Fisheries Management Advisor, and involved the collection of relevant information, with Samoan Fisheries Division counterparts, and the preparation of various reports on the outer reef slope fishery; the commercial tuna fishery; village-based fisheries; the Samoa Fisheries Division data collection system; Guidelines for analysis, interpretation and dissemination of fisheries data. In the execution of these tasks, counterpart staff received training in order to improve the capacity of the Fisheries Research Section to carry out similar activities in future. The Fisheries Management Advisor also worked closely with the Aquaculture Advisor, other Project staff, and Fisheries Division staff to complete a revision of the Samoa Fishery Regulations, 1996, and major changes suggested are detailed.

Abstract: In the western and central Pacific, coastal states and fishing nations recently adopted an historic agreement creating a regime for the conservation and management of the region's tuna stocks. While hailed as a milestone in international and regional fisheries law, the new convention reflects the problems of harmonizing the competing and conflicting interests of the actors in the negotiation process. Prominent among these actors are the Pacific island coastal states, within whose exclusive economic zones much of the tuna is found, and the rich and powerful fishing nations of the Pacific rim, who account for much of the tuna catch. This paper explores the dilemmas facing the Pacific island states in negotiating and implementing this agreement: in particular how to meet their obligations under international law to effectively manage the resource, while protecting their sovereign rights and economic interests.

Abstract: The Convention on the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean entered into force on 19 June 2004. A workshop addressing the implications of the Convention to commercial stakeholders in the regional tuna industry was held in September and participants agreed on the need to create a new association to represent their needs under the new regime. This report summarises the conditions common to domestic tuna fishing operators across the Pacific which justify the need for a new association, the manner in which the association will be established, and its objectives, membership, functions, place of registration, staffing and funding.
